Diving Regulation & Standard Compliance

DSS uses a bespoke mapping tool to review existing company practices and procedures against preferred regulatory guidance to identify shortfalls which can then be addressed.

Diving Standard Compliance

DSS use a bespoke mapping tool to conduct a gap analysis identifying shortfalls in compliance to chosen standards. On completion consultation with the client will shape the required actions to remedy the shortfall and align the company with the chosen standard.

 

Global Recognised Standards 

There are many diving standards throughout the world. Some are more common and therefore recognised than others such as the International Maritime Contractors Association (IMCA), Association of Diving Contractors (ADC UK) and Association of Diving Contractors International (ADCI).

 

Local Standards

Additionally, there are a plethora of local standards which need to be reviewed in their entirety to ensure compliance. Such local standards could constitute the Singapore Standard SS511:2018 Code of Practice for Diving at Work.

 

Legal Requirements (Regulations & Legislation)

In most locations there are Government imposed regulations and legislation for the conduct of commercial diving. These must be applied to the diving project and/or company undertaking the project; either by way of a primary contractor or a suitably approved sub-contractor. The United Kingdom has the Diving at Work Regulations 1997 and ACOPS (L104).

DSS conduct bespoke auditing on diving operations to ensure compliance and assurance to regulations, standards and company procedures and policies.

DSS will work with clients to produce bespoke operational manuals to meet client specific requirements.

Risk assessments should be carried out on all activities that pose a hazard while conducting the project.

With a vast range of commercial experience DSS can support project management and/or tender applications for all projects related to inland/inshore diving operations and ships husbandry.

Diving Safety Management System

DSS strongly believes that safe diving operations are supported by a robust Diving Safety Management System (DSMS). The DSMS should represent the minimum of the management of health, safety, security, environment and quality. This needs to link into the overall company management system and ideally sit comfortably within a recognised management system, for example ISO9001 Quality Management System. DSS bespoke holistic review is taken from many perspectives such as business processes, company policies and dive site documentation to name a few.

DSMS Committee

As with any organisation, process or procedure it is only effective if it remains up-to-date. The purpose of the committee is to meet at regular intervals and review the DSMS and its component parts. Any feedback for improvements from the workforce can be reviewed and changes implemented if necessary. The committee should consist of senior management, safety and diving personnel as a minimum. If specific issues are raised then a Subject Matter Expert (SME) may be called on to advise appropriately. All changes to diving documentation should go through the committee for approval and then monitored for their effectiveness. DSS can advise on the set up and even stand as chair for the DSMC depending on clients requirements.

 

Diving Project Plan (DPP)

DSS can support the Diving Project Plan (DPP) which is an integral part of the diving project and is organised in a way to ensure that all the relevant information for an individual project has been captured and documented. This document is then used to support the Risk Assessment & Method Statement (RAMS). The Tool Box Talk (TBT) is underpinned by this document.

 

General & Task Risk Assessments

DSS can supply or work with clients to generate risk assessments (Job Hazard Analysis [JHA]) which are to be carried out on all activities that pose a hazard while conducting the project. These will normally be categorised as, high, medium or low. If any risk is not acceptable, specifically risks rated as high or medium then additional measures need to be implemented to reduce the risk to as low as practicable (ALARP). The measures must be effective and monitored. DSS can supply bespoke or generic RA/JHA for any diving project.

Auditing Standards

There are many diving standards from which a company can choose to be compliant by, these range from IMCA, ADCI, ADC UK etc. Each standard has their own auditing template and requirements.

 

Auditing to Company Policy

Many larger organisations have internal auditing processes and procedures. These are either to augment the recognised standards or map into specific regulatory/advisory standards enabling the individual company to be self-proficient or to conduct interim audits ensuring compliance between external auditing rotations.

 

Bespoke Audits 

It may be a requirement pre-project to conduct an audit to ensure compliance to the contract and therefore a 3rd Party is contracted to carry out this process. DSS are able to liaise with clients to ensure such audits are compliant and robust. There may also be a requirement to prepare a bespoke audit prior to a main audit or contract. DSS can liaise with relevant parties to ensure the bespoke audit meets the requirement.

 

Project & Impromptu Audits

Either prior to or during projects there may be a requirement to carry out audits. These may be scheduled or impromptu. They can be on specific areas of the project, equipment, documentation etc. Or designed to focus on specific issues such as safety, security etc. DSS can work with clients to conduct these snap audits.

 

Corrective Action Plan (CAP)

DSS can assist in producing a Corrective Action Plan (CAP) and support the client in resolving the negative findings within the audit report. 

Internal & External Audits

DSS conduct bespoke auditing on diving operations to ensure compliance and assurance to regulations, standards and company procedures and policies.

Internal Audits – preparing, conducting and delivering successful remedial packages for companies either prior to external audit or for compliance to company self-auditing policies.

 

External Audits – pre-preparation of external audits and implementing successful programmes for audit findings. Including liaison with external auditing bodies.

Company Diving Operation Manuals

DSS will work with clients to produce bespoke operational manuals to meet client specific requirements. Material is sourced from open-source leading publications and tailored to meet not only the client operational requirement but emphasis is also tailored to the educational and understanding of the client’s audience.

Diving Operational Manuals 

DSS will discuss the operational capabilities of the company with the client and then produce a bespoke diving operational manual. As an example, if a company does not engage in ships husbandry, then this will not be covered within the manual. There may be a requirement to ensure the manual has a specific chapter which the client is keen to include and may want this in more details than would normally be expected, this may be additional information on physics & physiology or diving illnesses etc.

 

Project Manuals (Bridging Documents) 

In some cases, there may be a requirement to support the RAMS with detailed manuals regarding how the specific diving project will be carried out within a larger project. These ‘Bridging’ documents will map into the overall project documentation and meet with the project quality management system.

Generic Risk Assessments

Generic risk assessments can be produced prior to arrival at site. They can cover tasks or operations which are repetitive and will pose the same hazard in similar environments. It would assist operational deployments if a company had a range of generic risk assessments to support the Diving Project Plan (DPP). Examples of generic risk assessments may be ‘General Diving’ as this is the same in most locations, another would be the safe operation of a compressor etc.

 

Task Specific Risk Assessments 

A specific risk assessment would be produced when the generic risk assessment does not meet the needs of the task. Such examples would be diving under a specific jetty or carrying out a task that is not routine. 

 

Dynamic Risk Assessment

Prior to any diving operation a Dynamic Risk Assessments is to be conducted by a competent person. When done correctly the dynamic assessment will cover all areas of risk that have not been captured in the other risk assessments. On completion it is essential that the measures identified to lower the risk are sufficient, effective and monitored appropriately.

Project Management & Tender Support

With a vast range of commercial experience DSS can support project management and/or tender applications for all projects related to inland/inshore diving operations and ships husbandry.

Offsite Project Management

DSS can assist or produce bespoke project management for inland/inshore diving projects or alternatively for implementation of Diving Safety Management Systems. This can be done remotely or by visiting the client’s offices.

 

On Site Project Management

DSS can provide on-site project management following either DSS PM schedules or the clients produced programme. 

 

Client Representative 

DSS can support the role as Client Representative for inland and inshore diving projects. This is to work with Primary contractors on behalf of Clients to deliver projects as contracted and are meeting legislative requirements.

 

Tender Support 

With over 10 years of experience in commercial tendering DSS are well placed to support the tendering process for marine construction or shipping projects. These can be working within a tendering team, as an individual to support a team or working for the client as a 3rd party for the tender submission.
